Owners tend to meet the spec book as a thick binder in a design presentation, which is the least useful way to understand it. The FF&E spec book is a contractual instrument. It is the document a hotel is bought from, bid against, submitted against and, when something goes wrong, argued from. FF&E, meaning furniture, fixtures and equipment, covers the casegoods, seating, soft goods, lighting, carpet, window treatments and loose items that outfit a property. The spec book is the complete, item by item description of that package, at a level of detail that lets a factory quote it without a phone call. Everything downstream of it, the bid, the purchase order, the submittal and every change order, is either a confirmation of the book or a documented departure from it. The test a spec book has to pass

There is one honest test of whether a spec book is finished. Hand it to three qualified factories that have never seen the project, ask them to quote, and see whether the three numbers describe the same object. If they do, the book is complete. If they come back with three different assumptions about substrate, drawer construction, fabric yardage and who pays freight, the book is a lookbook with dimensions on it, and the gap will be closed later at the owner’s expense through change orders.

That test is why the book is organised the way it is. It is not organised for reading. It is organised so that a specific piece of information can be found by a specific person: an estimator pricing a chair, a designer confirming a wood tone, an owner checking a cost per key, a purchasing agent writing a purchase order.

Books vary by firm, but the working content is consistent. The table below is the structure most hospitality programs land on, and the ownership column is the part owners most often have not thought about.

Attic stock, in this context, means the spare units and reserve yardage bought with the original order so that replacements match the installed goods rather than a later production run. It belongs in the quantity schedule because it is a purchasing decision, not an operations decision, and because a book that omits it produces an order that cannot be topped up.

The spec sheet is the atomic unit of the book, and the standard for it is simple: a factory should be able to price and build from the sheet alone. In practice that means the sheet carries the item code and description, the space it belongs to and the quantity, overall dimensions with critical clearances called out, the construction description, the substrate and every applied material, the finish code, the hardware schedule, the upholstery callout, the compliance requirements and the packaging and marking instruction.

The failure mode is always the same and always in the same place. Dimensions and finishes get written carefully because they are visible. Construction, hardware class and packaging get written loosely because they are not, and those three are where two quotes for the same drawing separate by a wide margin. A sheet that specifies a drawer as “wood drawer box, soft close” has not specified anything a factory can be held to. The full anatomy of the sheet is covered under FF&E spec sheet anatomy.

Compliance belongs on the sheet rather than in a general note at the front, because general notes get lost in the bid. For seating, that means naming the applicable performance and flammability requirements against the item itself. The ANSI/BIFMA X5.1 standard covers general purpose office chairs and X5.4 covers lounge and public seating, and calling out the correct one against the correct item is the difference between a defensible specification and a slogan. On upholstered items, the flammability requirement is typically stated by naming the applicable standard, most commonly California Technical Bulletin 117-2013 for the cover and filling assembly, with NFPA 260 and NFPA 261 cited where the project or the authority having jurisdiction calls for those cigarette ignition resistance test methods instead.

The finish schedule exists because finishes repeat across items and codes prevent drift. Rather than describing a wood tone eleven times in eleven spec sheets, the book assigns it a code, describes it once with colour, sheen and pore fill, and every sheet references the code. When the tone changes in review, it changes in one place.

Three fields carry the weight. Colour is the obvious one. Sheen is the one that gets left out and then arrives wrong, because a satin and a matte of the same stain are visibly different objects across a long casegood. Pore fill decides whether an open grain reads as texture or as a filled, closed surface, and it changes both the look and the cost. A schedule that names a stain and nothing else has specified roughly a third of the decision.

The schedule should also state the control sample arrangement: that a sealed sample of each finish is retained by the owner or the purchasing agent for the duration of the project, and that production is measured against it. Without that clause the schedule is a description, and descriptions lose arguments to physical samples.

Textiles get their own schedule because they are bought on a different clock from the furniture that carries them. Each entry needs the pattern and colourway, the mill reference, the content and width, the repeat, whether the fabric is railroaded, the finish or backing applied, the yardage per item including overage, and the performance data.

Performance data is where accuracy matters most, because the numbers are not interchangeable. The ACT Voluntary Performance Guidelines cover flammability, wet and dry crocking, colorfastness to light, physical properties, and abrasion. For high-traffic woven upholstery, ACT uses 30,000 double rubs Wyzenbeek or 40,000 cycles Martindale. The methods do not convert, and ACT warns that results above its guideline do not indicate product lifespan. A schedule therefore needs the method, conditions, and required count—not a bare abrasion number.

Where the buyer supplies the fabric rather than taking it from the manufacturer’s line, the schedule carries the COM callout. COM means Customer’s Own Material, and COL is the leather equivalent. A COM entry has to state yardage, because a yardage shortfall stops an upholstery line and restarts it on a different dye lot.

At bid time the general conditions section does most of the work that owners assume the item sheets are doing. Freight terms, packaging standard, marking convention, delivery window, warranty period and submittal requirements are all commercial terms, and if they are not written into the book they arrive as assumptions in the quote. Three factories left to assume freight will produce three quotes that cannot be compared until someone normalises them, which is avoidable work.

At submittal time the book becomes the reference the vendor is proving compliance against. A submittal is the documentation and physical evidence, shop drawings, product data, samples, strike offs and prototypes, that a vendor provides to show the item it intends to build matches the specification. The cleanliness of that process is a direct readout of the book’s quality: a tight book produces first round approvals, a loose one produces a queue of revisions that quietly push the production start date. Keeping the book current

The book is a living document until the last purchase order is issued, and the discipline that keeps it usable is version control rather than enthusiasm. Every revision gets a date and a revision number, superseded pages are replaced rather than annotated, and the issued revision is named in each purchase order so that there is never ambiguity about which version an order was placed against. Programs that skip this end up with three different books in circulation and a change order argument that nobody can win on paper.

Professional purchasing agents and procurement firms, including members of bodies such as the International Society of Hospitality Consultants, treat the spec book as the project’s controlling record for exactly this reason. It is the only document that a designer, an owner, a factory and a warehouse can all be held to, and the effort spent making it unambiguous is repaid every time somebody downstream would otherwise have had to guess.
